1. Introduction
Welcome to PuppyReports™ (“PuppyReports,” “we,” “our,” or “us”), operated by Ethical Dogs International LLC, a Wyoming company.
PuppyReports™ provides transparency tools designed to support ethical canine decision-making across breeders, rescues/shelters, and rehoming/foster placements.
By accessing or using our websites, platforms, directories, memberships, and related services (the “Services”), you agree to these Terms & Conditions (“Terms”). These Terms form a legally binding agreement between you and Ethical Dogs International LLC. If you do not agree, do not use the Services.
2. Definitions
For purposes of these Terms:
Company – Ethical Dogs International LLC.
Services – the PuppyReports™ website(s), directory, tools, marketplace discovery features, microchip lookup tools, forms, memberships, and related services.
User – any person accessing the Services, including families, members of the public, and Entities.
Entity – any breeder, rescue/shelter, rehomer/foster, or organization participating in PuppyReports™ through profiles, listings, documentation submissions, or ecosystem tools.
Breeder – anyone intentionally breeding and placing dogs.
Rescue / Shelter – an organization or foster network placing dogs they did not breed.
Rehomer / Foster – an individual re-placing a dog they own or steward, including foster-based placements outside organized breeding or rescue activity (non-commercial).
Participation Level – a tier such as Basic, Silver, Gold, or Platinum reflecting voluntary documentation depth submitted and ecosystem tools unlocked.
Puppy Mill Watch™ Public Notice – a structured submission made through PuppyReports™ tools intended to surface dogs-first safety concerns and improve transparency.
Integrity Tools™ – participation and platform integrity tools available at certain membership levels.
Canine Traceback™ – PuppyReports™ microchip traceback participation features based on breeder-of-origin voluntary enrollment.
3. General Use of the Services
You must be at least 18 years old to create an account, submit information, or participate in membership features.
You agree that all information you submit must be accurate to the best of your knowledge and must not violate applicable laws or the rights of others.
We may update, modify, suspend, restrict, or remove any part of the Services at any time in order to protect dogs, users, Entities, and platform integrity.
4. No Broker / No Transaction Role
PuppyReports™ is not a broker, intermediary, or party to any sale, adoption, placement, transport, deposit, contract, or transaction.
We do not sell dogs, take deposits, or collect placement fees. Families connect directly with breeders, rescues/shelters, rehomers/fosters, and listing sources. All decisions and arrangements occur off-platform between the parties involved.
5. Memberships, Billing, and Fees
Certain features of the Services are available only through paid membership participation.
Memberships may be billed monthly or annually and may auto-renew unless canceled before renewal.
Cancellation. Members may cancel at any time through their account or the cancellation method provided at checkout. Cancellation stops future renewals and takes effect at the end of the current billing period. Access remains active through the end of the paid period.
No partial refunds. If a membership is canceled after a billing cycle has already processed, the membership remains active until the end of that billing period and no partial refunds are issued.
Chargebacks. Memberships are not canceled by initiating a chargeback. If a payment dispute is submitted through a card provider, we may restrict access to membership features while the dispute is reviewed by the payment processor.
Membership fees are non-refundable, including if an account is suspended or terminated under these Terms.
We may change membership pricing, features, or tier structures at any time. If changes are made, we will update the Services accordingly.
6. Documentation Submissions, Privacy, and Retention
PuppyReports™ is a transparency platform built on voluntary participation and self-submitted documentation.
Supporting documentation submitted to the platform may be deleted within 30 days of submission. We retain limited metadata confirming that a submission occurred (such as submission type and submission date) for auditability and platform integrity.
Entities may choose to display certain records publicly. By default, private documentation is not automatically published.

7. Directory Listings and Content
Directory listings, profiles, and visibility are not endorsements.
PuppyReports™ may display participation levels, status indicators, and summary information designed to improve clarity for users.
We reserve the right to remove, edit, restrict, or decline content, listings, or submissions that violate these Terms or compromise platform integrity.
8. 🚨 Puppy Mill Watch™ Flag Indicator Reports and Platform Integrity
PuppyReports™ may provide structured 🚨 Puppy Mill Watch™ Flag Indicator Reports through which community members may submit documented concerns regarding breeder, rescue, shelter, or classified animal activity.
Flag Indicator Reports are recorded only as standardized category indicators and participation signals. PuppyReports™ does not publish narrative allegations, open comment threads, personal disputes, or free-form public accusations.
Flag Indicator Reports are informational transparency signals only. They are not legal determinations, criminal findings, or governmental enforcement actions. PuppyReports™ does not declare any Entity or individual to be unlawful, abusive, or unethical as a matter of fact or law.
Reporter Identity & Confidentiality
To prevent misuse and support accountability, PuppyReports™ requests identifying information (including a valid email address) from individuals submitting Flag Indicator Reports.
Reporter identity is collected for internal platform integrity purposes but is not publicly displayed and is not shared with listed parties or third parties, except where required by law or valid legal process.
Supporting materials submitted with a Flag Indicator Report (including images or documents) are not publicly posted. PuppyReports™ may retain limited audit metadata confirming that a submission occurred, consistent with its Privacy Policy and documentation retention practices.
Entity Notification & Membership Participation
Where feasible, PuppyReports™ requests sufficient contact information to notify the listed party that a Flag Indicator Report indicator has been recorded.
Listed parties may claim their PuppyReports™ Card and may voluntarily participate through documentation-based participation tools available through membership tiers.
Membership does not purchase removal or suppression of Flag Indicator Report indicators. Membership enables structured participation, documentation submission, and transparency signaling.
Flag Indicator Report Standards
Flag Indicator Report indicators may be updated or removed only where PuppyReports™ determines, under standardized internal review criteria, that an indicator was materially erroneous, invalid, or maliciously misapplied.
PuppyReports™ retains internal audit records confirming that submissions occurred, even where public-facing indicators change.
No Harassment or Coordinated Misuse
PuppyReports™ is not a forum for harassment, retaliation, doxxing, or coordinated pile-ons. Misuse of the Puppy Mill Watch™ Flag Indicator Report system may result in rejection or removal of abusive submissions.
Email Delivery and Notice Disclaimer
PuppyReports™ may send automated emails or electronic notifications to listed parties, members, or submitters in connection with Flag Indicator Reports, listing claims, documentation participation, membership activity, or platform communications.
PuppyReports™ does not guarantee email delivery, receipt, or timely access to any notification. Emails may be delayed, filtered, routed to spam or junk folders, blocked by service providers, rejected, or returned as undeliverable due to factors outside of PuppyReports’ control, including user settings, incorrect contact information, or third-party email provider limitations.
It is the responsibility of each Entity and user to maintain accurate contact information, monitor their inbox and spam folders, and ensure that PuppyReports™ communications are not restricted or blocked.
Failure to receive an email notice shall not create liability for PuppyReports™ and shall not constitute a failure of notice, enforcement, or obligation by the platform.
Integrity Tools™ and Confidential Safety Signals
Certain membership levels may provide access to Integrity Tools™ designed to support safer communication, improve diligence decisions, and reduce platform abuse.
PuppyReports™ may use confidential internal indicators to support platform integrity and reduce repeat harmful behavior on either side of a placement process. These internal indicators are not public reviews and are not provided as a public scoring system.
Users agree not to publish, share, or distribute confidential platform indicators, extracted system details, or restricted-access data. Violations may result in immediate suspension or termination under the Terms & Conditions.
10. Canine Traceback™ Microchip Lookup
PuppyReports™ provides Canine Traceback™ tools based on breeder-of-origin voluntary microchip enrollment.
Canine Traceback™ is not an ownership tool and does not replace official microchip registries. Results depend on voluntary participation and the accuracy of submitted information.
PuppyReports™ is not responsible for outdated, missing, incomplete, or inaccurate chip information.
11. Rehoming, Rescue, and Third-Party Listings
Entities and users submitting listings must provide truthful and accurate information.
PuppyReports™ does not guarantee temperament, training, suitability, or outcomes for any listed dog.
Listings may be removed at any time if they are misleading, unethical, harmful, or in violation of these Terms.
Any advertisements or third-party service listings (including trainers, transporters, veterinary reproduction services, groomers, or related providers) are informational only. PuppyReports™ does not endorse or guarantee third-party providers.
12. Disclaimers and No Guarantees
PuppyReports™ provides informational transparency tools. We do not certify outcomes and do not guarantee:
dog health, temperament, or behavior
availability, suitability, or placement success
accuracy or completeness of third-party submissions
performance of any Entity or user
Dogs are living beings. Families must conduct independent due diligence, request records directly, consult professionals when appropriate, and make decisions based on their own circumstances and risk tolerance.
13. Suspension and Termination
We may suspend, restrict, or terminate access to the Services at any time if a User or Entity violates these Terms or acts in a way that threatens dogs, users, Entities, or platform integrity.
Reasons may include (without limitation): fraud, abuse, harassment, platform manipulation, repeated Terms violations, misuse of confidential platform tools, or unethical conduct.
No refunds are issued for suspended or terminated memberships.

PuppyReports™ may send automated emails or electronic notifications to listed parties, members, or submitters in connection with Public Notices, listing claims, documentation participation, membership activity, or platform communications.

14. Limitation of Liability
To the fullest extent allowed by law, PuppyReports™ and Ethical Dogs International LLC are not liable for any damages, disputes, losses, injuries, or outcomes arising from:
listings, submissions, or actions of third parties
off-platform transactions, contracts, payments, or placements
transport or delivery arrangements
user decisions or reliance on informational content
Your use of the Services is at your own risk.
15. Privacy Policy
Use of the Services is subject to our Privacy Policy, which explains how we collect, use, retain, and protect information.
16. Jurisdiction
These Terms are governed by the laws of the State of Wyoming, USA, without regard to conflict-of-law principles.
17. Updates to These Terms
We may update these Terms at any time. Updated Terms will be posted on puppyreports.com with an updated effective date. Continued use of the Services constitutes acceptance of the updated Terms.
