Everything you need to know about PuppyReports™, the informational transparency platform for structured canine decision-making
PuppyReports™, brought to you by Ethical Dogs International LLC, is an informational transparency platform for the canine community.
PuppyReports™ helps families review structured information about breeders, rescues, shelters, listings, dogs, puppies, documentation status, Family Experience Reviews, and Canine Ethics & Puppy Mill Watch™ Concern Flags in one organized place.
PuppyReports™ is designed to reduce guesswork by organizing voluntary participation, member-submitted information, eligible Family Experience Reviews, Public Information Source submissions, and submitted-material and Public Information Source labels.
PuppyReports™ does not sell dogs, broker placements, collect puppy deposits, arrange adoptions, guarantee outcomes, or make legal determinations about any breeder, rescue, shelter, dog, puppy, listing, or program.
Before families choose, they check the PuppyReports™ Card.

How PuppyReports™ Works
Families can use PuppyReports™ to:
- Search for a breeder, rescue, shelter, program, dog, puppy, or listing.
- Review the available PuppyReports™ Card or public profile.
- Look for submitted information, submitted-material status labels, Family Experience Reviews, membership badges, and Canine Ethics & Puppy Mill Watch™ Concern Flags.
- Compare structured transparency information instead of relying only on marketing claims.
- Decide what additional questions, documents, visits, references, or professional advice they need before moving forward.
PuppyReports™ is provided for informational purposes only. It does not replace direct communication, original records, veterinary advice, legal advice, in-person evaluation, or independent due diligence.
What PuppyReports™ is
PuppyReports™ is an informational transparency platform for the canine community.
We organize structured information so families can review available records, member-submitted details, Family Experience Reviews, Canine Ethics & Puppy Mill Watch™ Concern Flags, submitted-material status labels, and public-facing profile information in one place.
PuppyReports™ is designed to support better questions, better recordkeeping, and better decision-making.
What PuppyReports™ is not
PuppyReports™ is not:
- a dog broker;
- a puppy seller;
- an adoption agency;
- a rescue operator;
- a breeder registry;
- a government agency;
- a law-enforcement agency;
- a licensing authority;
- a veterinary authority;
- a legal authority;
- an inspection service;
- a certification body;
- a guarantee of health, temperament, conduct, compliance, or future outcomes.
PuppyReports™ does not make final legal findings about whether any person, breeder, rescue, shelter, program, listing, or organization has violated a law, rule, contract, standard, or ethical obligation.
On PuppyReports™, an “Entity” may include a breeder, kennel, rescue, shelter, organization, program, business, rehoming party, or other canine-related participant or listing source.
The word “Entity” is used as a neutral service term. It does not mean the person or organization has been approved, certified, investigated, endorsed, or legally reviewed by PuppyReports™.
An Entity may appear on PuppyReports™ because it created a member profile, submitted information, was connected to a listing, appeared in a public-information category, received a Family Experience Review, or became associated with a Canine Ethics & Puppy Mill Watch™ Concern Flag under PuppyReports™ policy.
The PuppyReports™ Card is a public-facing transparency profile.
It may display available information such as:
- profile details;
- membership badge or participation status;
- dog, puppy, or litter information;
- submitted-material status labels;
- Family Experience Review information;
- Canine Ethics & Puppy Mill Watch™ Concern Flags;
- Public Information Source labels;
- entity response status, where applicable;
- other structured transparency categories supported by PuppyReports™.
The PuppyReports™ Card is not a star-rating system.
It is not intended to reduce a breeder, rescue, shelter, program, dog, puppy, or listing to a single score. Instead, it organizes available information into categories so families can review the details and make their own decisions.
A PuppyReports™ Card is not a certification, guarantee, inspection report, government record, legal finding, or endorsement.
PuppyReports™ may offer different participation levels or membership badges.
A badge may show that an Entity has an active membership level or participation status with PuppyReports™.
A badge does not mean PuppyReports™ guarantees:
- animal health;
- breeding quality;
- rescue quality;
- legal compliance;
- ethical conduct;
- document accuracy;
- temperament;
- placement outcomes;
- future behavior;
- future health;
- customer satisfaction.
Participation level may affect which tools, profile features, submitted-material status labels, or display options are available to the member.
However, PuppyReports™ Cards are not based only on the tier a member pays for. What appears publicly may also depend on submitted information, submitted-material status labels, eligible Family Experience Reviews, applicable Canine Ethics & Puppy Mill Watch™ Concern Flags, Public Information Source labels, and PuppyReports™ display policies.
PuppyReports™ relies on information from multiple possible sources, including member-submitted information, eligible Family Experience Reviews, Public Information Source submissions, submitted-material status labels, and other PuppyReports™ records.
PuppyReports™ may use automated tools, manual review, formatting checks, policy review, metadata review, or AI-assisted processing to help organize information and detect incomplete, irrelevant, blank, duplicate, or obviously mismatched submissions.
These processes are used for data integrity and organization. They do not mean PuppyReports™ has reviewed or determined the truth of every statement, document, review, record, or submission.
Members and submitters are responsible for the information they provide.
Families should request original documents directly from the breeder, rescue, shelter, or relevant source when a decision depends on the accuracy of the information.
Family Experience Reviews are experience-based submissions connected to an eligible PuppyReports™ application, placement, pickup, adoption, purchase, or other approved PuppyReports™ process.
PuppyReports™ does not allow open, anonymous public Family Experience Review posting.
Family Experience Reviews are designed to reduce spam, impersonation, duplicate submissions, unrelated reviews, and review manipulation.
A Family Experience Review reflects the submitter’s reported experience. PuppyReports™ does not review or determine the truth of every statement inside a Family Experience Review.
Family Experience Reviews are displayed according to PuppyReports™ policy.
A Family Experience Review is not removed simply because it is negative, unfavorable, or critical. A Family Experience Review may be reviewed if it appears to be fraudulent, duplicate, abusive, unrelated to an eligible experience, unlawful, or otherwise outside PuppyReports™ rules.
Canine Ethics & Puppy Mill Watch™ is PuppyReports’ Concern Flag system, shown for informational purposes only.
Canine Ethics & Puppy Mill Watch™ may include:
- community-submitted Concern Flags;
- Public Information Source labels;
- submitted-material status;
- entity response status, where applicable;
- display status under PuppyReports™ policy.
A Canine Ethics & Puppy Mill Watch™ Concern Flag is not a court finding, government determination, criminal finding, licensing decision, inspection result, or a determination of wrongdoing.
It is shown for informational purposes only, based on submitted materials, public-information categories, supporting information, and PuppyReports™ display rules.
PuppyReports™ may allow an affected member to submit a response, clarification, correction request, or submitted materials according to the applicable policy.
PuppyReports™ does not use Canine Ethics & Puppy Mill Watch™ to declare that a person or organization is guilty of misconduct. Families should review the available information, ask direct questions, request original records, and make their own decision.
Community-submitted Concern Flags may come from families, community members, watchdog organizations, or other permitted submitters.
These submissions may involve concerns, documents, screenshots, correspondence, transaction-related materials, animal-welfare concerns, or other information submitted under PuppyReports™ policy.
A submitted concern does not automatically become a public Concern Flag.
PuppyReports™ may review submissions for category, relevance, completeness, duplication, abuse, formatting, documentation support, and policy fit before deciding whether and how the information appears publicly.
Community-submitted Concern Flags are not legal findings and should not be treated as a determination of wrongdoing.
Public Information Source labels may involve materials such as public agency records, court records, inspection materials, licensing records, enforcement records, or other publicly available documents submitted for review under PuppyReports™ policy.
PuppyReports™ may organize Public Information Source submissions into public-facing categories when permitted by policy and applicable law.
Public Information Source labels are not created by PuppyReports™ as legal findings. They are structured labels that certain submitted public-information materials may exist or may have been submitted for service review.
Families should review the original source record whenever possible and should not rely on PuppyReports™ as the sole source for legal, licensing, or compliance decisions.
Confidential Safety Signals are a data integrity and protection layer.
They may help PuppyReports™ identify possible patterns involving spam, fraud, impersonation, duplicate submissions, suspicious activity, abuse of PuppyReports™ tools, safety concerns, or other integrity issues.
Confidential Safety Signals are not the same as public Canine Ethics & Puppy Mill Watch™ Concern Flags.
They may not appear publicly and may be used internally to support moderation, routing, safety review, account review, or service protection.
A Confidential Safety Signal is not a legal finding, public accusation, or a determination of wrongdoing.
Canine Traceback is a breeder-of-origin notification and record-linking concept designed to help improve traceability where microchip information is available.
Canine Traceback may help connect a dog, puppy, breeder, rescue, shelter, program, or related record when information has been submitted or linked through PuppyReports™.
Canine Traceback is not a government registry, legal ownership record, a determination of ownership, or guarantee of breeder origin.
Microchip information should always be confirmed directly with the microchip registry, veterinarian, breeder, rescue, shelter, or other appropriate source.
PuppyReports™ is designed to avoid publishing private documentation files unless a public-display setting, approved public information category, or applicable PuppyReports™ policy allows display.
Submitted-material files submitted for review or processing may be deleted after the applicable retention period. PuppyReports™ may retain limited metadata showing that a submission occurred.
Metadata may include information such as:
- submission date;
- submission category;
- related Entity or listing;
- status;
- source type;
- document category;
- review or flag category;
- processing outcome;
- non-private administrative notes.
Metadata retention helps PuppyReports™ maintain data integrity, prevent duplicate abuse, preserve submission history, and support policy enforcement.
Do not submit private, sensitive, or unnecessary information unless it is requested or appropriate for the specific submission pathway.
PuppyReports™ is provided for informational purposes only.
Information shown on PuppyReports™ may be incomplete, outdated, inaccurate, disputed, pending review, or based on third-party submissions.
PuppyReports™ reviews information under platform policy but does not certify, guarantee, score, rate, approve, screen, or make legal determinations about any entity, submission, listing, profile, user, dog, or outcome.
Families should always perform their own due diligence before buying, adopting, placing, transporting, breeding, or rehoming a dog or puppy.
This may include:
- speaking directly with the breeder, rescue, shelter, or listing party;
- requesting original documents;
- confirming veterinary records;
- checking microchip records;
- reviewing contracts carefully;
- visiting in person where possible;
- asking for references;
- researching public information directly;
- consulting a veterinarian;
- consulting an attorney when legal rights or obligations are involved.
PuppyReports™ is an aggregator and transparency service, not an arbiter, broker, guarantor, regulator, investigator, or legal authority.
PuppyReports™ expects members, families, submitters, and users to use PuppyReports™ honestly and responsibly.
Do:
- submit truthful information to the best of your knowledge;
- provide relevant submitted materials when requested;
- use respectful language;
- correct errors when you find them;
- report suspected abuse through the proper process;
- ask direct questions before making assumptions;
- keep private information private unless disclosure is appropriate and permitted.
Do not:
- submit fake information;
- impersonate another person;
- submit duplicate or misleading reports;
- use PuppyReports™ to harass, threaten, defame, or retaliate;
- upload documents you have no right to submit;
- manipulate Family Experience Reviews;
- pressure someone to remove or change a Family Experience Review;
- submit private personal information that is not needed;
- treat a Concern Flag as a legal finding or a determination of wrongdoing.
PuppyReports™ may limit, remove, reject, label, archive, or review submissions that violate PuppyReports™ policy.
PuppyReports™ is based in the United States and operated by Ethical Dogs International LLC.
PuppyReports™ may be accessed by users, families, breeders, rescues, shelters, and canine programs in other countries where legally permitted.
