1) What We Are / What We’re Not

PuppyReports™ is a transparency platform designed to support ethical dog placement decisions by organizing participation signals, documentation context, and dogs-first standards.

We are not:

  • a breed registry

  • a show organization

  • a lobbying group

  • a broker or intermediary

  • a marketplace that takes a cut of transactions

No sales fees. We never take a cut from placements.

2) Who is an “Entity”? (Defined Term)

Throughout PuppyReports™, the term Entity may refer to:

Breeder – anyone intentionally breeding and placing dogs.
Rescue / Shelter – organizations or fosters placing dogs they did not breed.
Rehomer – individuals re-placing a dog they own or steward (non-commercial).

3) The PuppyReports™ Card (Report Card, Not Star Ratings)

PuppyReports™ does not use 5-star ratings.

Instead, the PuppyReports™ Card is a structured report-card style profile designed so families can scan key decision information quickly — without turning the canine world into review warfare.

The PuppyReports™ Card may display participation and transparency categories such as:

Health Testing & Vet Care
Examples: OFA hips/elbows, DNA screening, exam notes, vaccine/deworm records (when voluntarily submitted)

Care & Environment
Examples: housing standards, cleanliness, exercise routines, early socialization practices

Contracts & Disclosures
Examples: placement terms, spay/neuter agreements, return-to-breeder expectations, disclosure policies

Canine Traceback™ Participation (Optional)
Whether the breeder-of-origin participates in voluntary microchip enrollment and ethical notification pathways

Status Indicators (When Applicable)
Clear tags that communicate whether an item is pending review, resolved, or needs additional clarity

Participation Level
Basic / Silver / Gold / Platinum (based on documentation depth submitted and ecosystem tools unlocked)

4) Participation Levels (What Badges Mean)

PuppyReports™ participation levels reflect documentation depth and transparency participation — not popularity.

Basic – profile entry and directory visibility.
Silver – Basic plus expanded transparency participation.
Gold – deeper documentation-backed participation and access to advanced tools.
Platinum – comprehensive participation, consistency over time, and highest ecosystem distinction.

Membership funds the platform infrastructure and tools — it does not purchase a badge.

5) Submissions, Accuracy, and Platform Integrity

PuppyReports™ is designed to encourage fact-based participation and reduce misinformation.

Submissions to the platform may include documentation, supporting materials, and structured inputs from Entities or participants. PuppyReports™ organizes these voluntary submissions into a clarity-first format to support informed decision-making.

PuppyReports™ does not certify outcomes, health, temperament, availability, suitability, or placement success.

Families must always perform independent due diligence.

PuppyReports™ includes the 🚨 Puppy Mill Watch™ Flag Indicator Reports to help protect dogs and support safer decision-making when serious concerns are voluntarily documented through structured platform forms.

This system exists to reduce misinformation and prevent social-media pile-ons by requiring direct, relevant information and enforcing strict community standards.

What may be submitted

Submissions may be made by individuals who had direct interaction with an Entity, such as through:

  • a placement or purchase experience

  • written communications

  • agreements, receipts, or other supporting materials

  • photographs or videos with clear context

  • third-party records submitted voluntarily by the submitting party

What is required

To protect dogs and maintain fairness:

  • submissions must include enough detail to be actionable

  • submissions must be tied to a real-world interaction or documented circumstance

  • we require a valid contact method for the Entity so they can be notified through proper channels

How the process works (high-level)

When a Puppy Mill Watch™ Flag Indicator Reports is submitted:

  • the Entity may be notified using the contact method available

  • structured review steps may occur inside the platform

  • if additional documentation is voluntarily provided, the public label may be updated, clarified, or removed

PuppyReports™ does not make legal determinations. 🚨 Puppy Mill Watch™ Flag Indicator Reports exist to surface documented concerns and support safer decision-making — not punishment.

Abuse of 🚨 Puppy Mill Watch™ Flag Indicator Reports Prevention Policy: False submissions, harassment, brigading, doxxing, or attempts to weaponize the platform can result in removal and account restriction under our Terms & Conditions.

Confidential Safety Signals (Platform Integrity & Protection Layer)

PuppyReports™ uses confidential internal indicators designed to protect dogs, families, and ethical Entities from repeated harmful patterns — including fraud, platform misuse, and chronic bad-faith behavior on either side of a placement process.

What they are

These indicators are pattern-based internal signals generated through participation history and platform integrity events, such as:

  • repeated disputes or platform abuse behaviors

  • chronic misuse patterns

  • repeated violations of community standards

  • documented inconsistency across participation submissions over time

These signals are not public “reviews,” not star ratings, and not a public scoring system.

Who can see them

Certain membership levels may have access to limited internal screening indicators designed to support safer communication and better diligence decisions.

Consent and transparency

By interacting with Entities and using the PuppyReports™ ecosystem tools, users acknowledge that certain integrity-related participation metadata may contribute to confidential platform safety signals.

These confidential signals are designed for protection, not punishment. They help prompt additional diligence — they do not instruct outcomes, deny placements, or publish public accusations.

Confidentiality:

Public sharing, reproduction, or redistribution of confidential internal platform indicators, system elements, or proprietary materials (including screenshots, extracted content, or derived representations) without the express written consent of PuppyReports™ and/or Ethical Dogs International LLC is prohibited.

Such materials constitute proprietary platform content and may be protected under copyright, trade secret, and contractual rights. Unauthorized disclosure or use may result in account restrictions, termination, and/or enforcement of applicable legal remedies under the Terms & Conditions.

6) Canine Traceback™ Microchip (Breeder-of-Origin Notification Layer)

Canine Traceback™ is a dogs-first ethical overlay designed to support safer outcomes when a dog is found, surrendered, lost, or at risk.

This system is based on breeder-of-origin voluntary enrollment.

  • Participation is opt-in

  • It is not an ownership tool

  • It does not replace official microchip registries

  • It helps support ethical next-step sequencing by giving the breeder-of-origin the opportunity to assist first when a match exists

7) Data Handling & Privacy (The 30-Day Rule)

PuppyReports™ is a transparency platform — not a public document-hosting system.

  • Supporting documentation files submitted to the platform are deleted within 30 days

  • We retain limited metadata for auditability (for example: the type of submission and the date it was submitted)

  • Entities may choose to display certain records publicly, but private documentation is not automatically published

We do not sell personal information.

  • PuppyReports™ does not sell dogs and is not part of any transaction

  • Listings can change; availability is never guaranteed

9) Community Standards (Do’s and Don’ts)

PuppyReports™ is built to support clarity — not harassment.

Do:

  • recommend great Entities (we may invite them to participate)

Don’t:

  • harass, defame, or brigade

  • post private information

  • attempt to misuse the platform to target individuals

Violations may result in account suspension or termination under the Terms & Conditions.

PuppyReports™ is USA-based and open worldwide.

Dogs, families, and ethical responsibilities cross borders — and transparency should not stop at state or country lines.

11) Definitions

PuppyReports™ supports dogs across the real-world canine ecosystem — including purebreds and mixed breeds, puppies and adult dogs — and focuses on transparency participation rather than image, status, or perfection.

Breeder – anyone intentionally breeding and placing dogs.

Rescue / Shelter – an organization or foster network placing dogs they did not breed.

Rehomer / Foster – an individual re-placing a dog they own or steward, including foster-based placements outside organized breeding or rescue activity (non-commercial).

Entity – a breeder, rescue/shelter, or rehomer/foster using PuppyReports™ tools.

Ethical breeding (principles)

Ethical breeding is a dogs-first approach that prioritizes welfare, breed-appropriate health practices, humane care, transparent placements, and long-term responsibility.

PuppyReports™ supports ethical breeding through voluntary participation and self-submitted documentation, designed to increase clarity over time. Ethics inside PuppyReports™ is not framed as perfection — it is framed as good-faith transparency and responsible conduct so families can make informed decisions and dogs have safer outcomes.

Canine Ethics™ Breeder badges (platform meaning)

Canine Ethics™ Breeder badges reflect the depth of voluntary documentation submitted and the ecosystem tools an Entity has unlocked. Badges are not a guarantee of outcomes and are not a universal statement about quality or character.

Summary by level:

Canine Ethics™ Basic Breeder – directory listing participation, beginning documentation transparency, and establishing a foundation families can trust.

Canine Ethics™ Silver Breeder – healthy puppy transparency participation, with puppy listings enabled and Canine Traceback™ access.

Canine Ethics™ Gold Breeder – minimum breed-appropriate sire & dam health transparency participation, stronger buyer confidence, and Integrity Tools™ access for professional accountability.

Canine Ethics™ Platinum Breeder – Ethical Breeding Professionals™ committed to the strongest standards of documentation, advanced breed-appropriate health transparency, full accountability tools, and Platinum-only access to the Canine Ethics Breeder Alliance™.

Puppy mill – a breeding operation where dogs’ physical and behavioral needs are not met (such as overcrowding, unsanitary housing, overbreeding, lack of vet care, lack of socialization, or chronic violations).
