What is a 🚨 Puppy Mill Watch™ Flag Indicator Report?

🚨 Puppy Mill Watch™ Flag Indicator Report is a structured community submission made by someone with a direct, firsthand interaction involving a breeder, rescue/shelter, or rehoming/foster Entity.

🚨 Puppy Mill Watch™ Flag Indicator Reports are:

  • not reviews

  • not legal claims

  • not verdicts

  • not narratives or accusations

Instead, 🚨 Puppy Mill Watch™ Flag Indicator Reports are recorded into standardized categories that appear as status labels on a PuppyReports™ Card, allowing families to see signals — not drama.

Once a PuppyReports™ Card is claimed, members may:

  • confirm identity and listing accuracy

  • submit self-submitted documentation and disclosures

Resolution Review

Gold and Platinum members may access Resolution Review, an advanced participation process available to programs that demonstrate a higher level of transparency and documentation depth.

Resolution Review allows:

  • Flag Indicator Report labels to be evaluated for clarity and proportionality

  • status labels to be updated when self-submitted documentation supports it

  • in appropriate cases, specific labels to be removed from public display

PuppyReports™ does not determine guilt, make legal findings, or adjudicate disputes.
Resolution Review exists to protect the integrity and fairness of the PuppyReports™ Card.

Why participation matters

Silence leaves the record incomplete.
Participation builds clarity.

PuppyReports™ is not designed to reward payment or punish mistakes. It is designed to encourage:

  • transparency

  • growth

  • education

  • ethical improvement over time

The strongest PuppyReports™ Cards are built through participation — not avoidance.

  • PuppyReports™ is not a broker and does not participate in animal transactions

  • PuppyReports™ is not a court and does not enforce laws

  • Families must conduct independent due diligence and request original records directly

  • PuppyReports™ exists to provide a clarity-first public record, not to replace professional, legal, or regulatory judgment

Integrity, transparency, and dogs-first ethics will reshape how breeders and rescues build trust — and how families choose for life.
