Our Ethics Framework
The Canine Ethics Standards of PuppyReports™ are participation standards and documentation categories that help members organize and publicly present transparency information. They are not certifications, inspections, legal findings, or guarantees. They set clear, consistent expectations for every member of the Canine Ethics Breeder Alliance.
We believe that ethical practices should be visible and documentable. A breeder's word is a starting point. Documentation, community reviews, and transparent practices are what show it.
Standards for Breeders
Ethical breeders demonstrate their commitment through documented practices across these critical areas.
Health Testing
All breeding dogs should receive breed-appropriate health testing from recognized organizations (OFA, PennHIP, CERF/OFA Eye, etc.). Results should be publicly available and documented. Puppies should receive age-appropriate veterinary care, vaccinations, and deworming before placement.
Breeding Practices
Breeding dogs should not be bred on every heat cycle. Females should have adequate recovery time between litters. The number of breeds produced should be manageable for the size of the operation. Breeding should be purpose-driven with clear health and temperament goals.
Living Conditions
Dogs should live in clean, spacious environments with access to exercise, socialization, and enrichment. Puppies should be raised in home-like settings or well-maintained facilities. No wire-bottom cages, no overcrowding, no isolation from human contact.
Contracts & Guarantees
Every puppy sale should include a written contract with clear terms. Health guarantees should be specific and enforceable. Return policies should ensure the dog always has a safety net. Spay/neuter requirements, co-ownership terms, and breeding restrictions should be transparent.
Buyer Screening & Support
Ethical breeders screen prospective buyers to ensure appropriate placement. They provide lifetime support, answer questions, and maintain relationships with puppy families. They take back dogs at any age if the family can no longer keep them.
Transparency & Documentation
Health test results, pedigrees, vaccination records, and genetic screening reports should be available to prospective buyers upon request. Breeders should welcome questions and provide references. Transparency is the hallmark of ethical breeding.
Standards for Rescues & Shelters
Ethical rescues and shelters operate with the same commitment to transparency and animal welfare.
Honest Representation
Rescues should accurately represent the known history, temperament, and health status of every animal. Behavioral assessments should be conducted before placement. Known bite history, aggression, or medical conditions must be disclosed to families.
Proper Vetting
All animals should receive veterinary examination, age-appropriate vaccinations, spay/neuter surgery, microchipping, and treatment for any existing conditions before adoption. Medical records should be provided to families at the time of placement.
Adoption Screening
Ethical rescues screen families to ensure appropriate matches. Home checks, veterinary references, and lifestyle assessments help ensure each dog finds the right home. Overly restrictive or financially exploitative adoption policies are not ethical.
Post-Adoption Support
Rescues should provide support to families during the transition period. Return policies should be clear and non-punitive. The goal is a successful, permanent placement, not just moving a dog out of the rescue.

The Canine Ethics Breeder Alliance offers four breeder membership tiers, and Canine Ethics Rescue & Shelter Membership offers three rescue tiers. Each represents increasing levels of documented ethical commitment. See breeder pricing or rescue pricing.
The highest tier. Full documentation review, comprehensive health testing records, active community reviews, Canine Traceback participation, and ongoing compliance monitoring. Platinum members represent the highest standard of ethical breeding.
Documented health testing, documented breeding practices, and active PuppyReports™ Card maintenance. Gold members have demonstrated consistent ethical practices and are building their documentation record.
Second-tier membership. Silver members have completed initial documentation and are working toward full documentation of their ethical practices. They have committed to the PuppyReports™ transparency framework.
Listed on PuppyReports™ with essential profile information. Member listings are the starting point, available to all breeders and rescues as they begin their ethical documentation journey.
