Concern Flags and their public sources
A Concern Flag marks a public document about a breeder, rescue or shelter — a government inspection report, a watchdog publication such as the Horrible Hundred report, a news article or a court or state record. Every flag page names its source and links to the original, so families can read the record themselves. Programs can respond to any flag, and published responses are shown on the flag page with equal prominence.
A Concern Flag is not a determination that anyone is a puppy mill or did anything wrong; it points to a public source so families can read the record.
